With Obama and Gates at the helm, it is unlikely to see enough funding put aside to upgrade the existing M1A1s, so what are the options here?

The Abrams is for massive tank on tank battles.  We're not likely to see those any time soon.

And it's not likely to flood here in Bryan, Ohio either.  So I should throw away my sand and shovels?

there's a big difference between your basement flooding and the next major war. Natural disasters have and will always happen. Tank on tank warfare is probably not too far from being as obsolete as battleship warfare. The next wars are probably be fought the way they are now, with a bunch of guerrilla/terrorists versus either infantry or airpower. Nobody who has modern armor is going to start a war against someone else who has it.

No, but you probably shouldn't buy a bunch of expensive top quality water pumps.  No need to hire architects to build elaborate drainage systems.
